The present work describes the challenges faced during the de-velopment of a countrywide Learning Analytics tool focused ontracking the trajectories of Uruguayan students during their firstthree years of secondary education. Due to the large-scale of theproject, which covers an entire national educational system, severalchallenges and constraints (both technical and legal) were facedduring its conception and development. This paper presents thedesign decisions and solutions found to address or mitigate theproblems found, with the current state of the project.
